      <image:caption>In May, GVAT requested that the City of Victoria create 24/7 bus lanes on Douglas Street by September 1st. Councilor Dave Thompson successfully made a motion to accelerate the simple work to “transition the current time-limited dedicated bus lanes between Hillside Avenue and Herald Street to be in effect 24 hours a day, 7 days a week” from sometime in 2025 to before the end of 2024.  However, City staff got the work completed before September 1st as we requested! Transit riders will have faster and more reliable service during the very busy first half of September, when UVic and Camosun students return to class. GVAT member group Climate Justice Victoria’s campaign for bus lanes on McKenzie to UVic, which GVAT has endorsed could also see positive results soon as Saanich Council is expected to make a decision in late September or early October.       <image:title>Blog &amp; Newsletters - Value of Community-Led Crisis Response Team demonstrated at Food Bank at St John the Divine - As a long time volunteer at the Food Bank at St John the Divine, I have often run into challenging situations working just off the 900 Block of Pandora Street. On my Jan 26th shift, I was Crew Chief responsible for a team of five volunteers and fifty something guests. The line was long, the weather was foul and we were feeling the pressure. I was periodically checking on a man who was lying on the pavement just round the corner, trying to figure out if he was sleeping or overdosing on street drugs. A young distressed woman who we had been trying to help began shouting, crying and throwing items a short distance from the people waiting to be served. Attempts to settle her were not working. I could see there were volunteers fearing for her and also their own safety. Momentarily, I considered calling for Security or the police. I hesitated because I did not want to involve those two people in need with an escalated response.</image:title>

GVAT was one of many speakers at the rally, adding our voice to the need for real rent control in BC. Real rent control will not solve the housing crisis but it will slow down the number of people - families, youth, and seniors– being evicted. Find out more in this GVAT blog. In August, GVAT endorsed the National Housing Accord by the Canadian Coalition to End Homelessness. GVAT joined multiple organizations and individuals to tell the federal government that their response to the housing crisis has been inadequate.</image:caption>

      <image:caption>Re: “CRD OKs $53.5M to widen and light busiest parts of Galloping Goose and Lochside,” Aug. 10. The decision to proceed with widening these busy regional trails is a good one. However, the need to borrow reflects chronic delays in implementing regional, provincial, and federal climate policies. In 2021, Greater Victoria Acting Together asked the Capital Regional District to prioritize public transit, walking, rolling and cycling over highway expansion. And they voted unanimously to do so. However, instead of strong advocacy to pressure the provincial and federal governments to prioritize low-carbon transportation the CRD apparently sat on their hands. That same year, the province set a target to reduce automobile vehicle kilometres travelled 25 per cent by 2030 but has not yet put a moratorium on highway expansion. The federal government pledged to shift spending from highway expansion to public transit and other low-carbon transport in 2016 but has also dragged its feet. As a result of these delays, the provincial and federal governments have funded the $77-million Keating flyover boondoggle instead of climate action measures like these regional trail improvements. (An inexpensive traffic light would alleviate safety concerns at Keating). The death toll from the devastating wildfire on Maui shows that climate delay can’t be tolerated anymore. Will CRD board members now lean on the provincial and federal governments to put their money where their mouths are, or continue to choose climate delay?       <image:caption>In addition to ongoing work engaging with mayors and others about our Housing for All Campaign, GVAT is considering planning for a fall initiative to focus on Real Rent Control (Vacancy control) to address rental protections and reduce no-fault evictions of tenants -working with member organizations and allies. We are participating in community consultations and Public Hearings on Official Community Plan (OCP) changes being undertaken by Victoria, Esquimalt, and Saanich in 2023 and to ensure that GVAT Affordable Rental housing priorities are identified and included. GVAT is also looking at ways to build greater knowledge and awareness across member organizations that the housing crisis continues and that their efforts are needed to prevent even more people from losing housing, including seniors, families and youth. In July 2023, we are set to meet with Ravi Kahlon, the Minister of Housing.</image:caption>

      <image:caption>How are a fashion show and climate justice related? Let us explain. A “Fashion Show with a Difference” was held at St. Patrick’s Church in April highlighting quality used clothes as a promo for their Used Clothing Sale, an annual event for over 30 years. With the collaboration of the Social and Eco Justice Committee and the Catholic Women’s League of both Holy Cross and St. Patrick’s Churches (both GVAT members), a link between the impact of the fashion industry, especially “fast fashion” (cheap clothes not made to last), and climate justice was clearly revealed. As 5 models displayed their 10 outfits, the country of origin of the clothes was mentioned. Then a comment on the impact of the manufacturing of the garment on the environment was added. An example would be: The Calvin Klein shirt modelled by Chris was made in Indonesia. Indonesia is among the top textile producing nations in the world. It has played a significant role in the manufacturing process of fast fashion products. Because of fast fashion, 85% of textiles go into landfills each year. Because textile mills are using synthetic cotton, silk and acrylic fibres, they are some of the top industrial polluters, accounting for one-fifth of global industrial water pollution. The models wore clothes from India, Myanmar, Indonesia, Sri Lanka, China and Bangladesh. A display and handout highlighted ways to be sustainable consumers of fashion and the impact of fast fashion on our environment.</image:caption>

      <image:caption>My activism journey began in 2021 when I read Richard Power’s compelling novel, The Overstory. Then I visited Fairy Creek. My awe when walking through the magical forest at Eden Grove was matched by my horror at the many clearcuts scarring the hillsides all around. It was chilling to realize those forests could never regenerate.  After I helped gain some media coverage from my first protest dance set to Bruce Cockburn’s song, “If a Tree Falls…” held at the BC Legislature, Jim Jordan, a quiet mover and shaker whom I know from my First Unitarian Church, invited me to the GVAT forestry team.  After the passionate, de-centralized anarchy at Fairy Creek, it was quite a contrast to  experience the protocols and discipline under which GVAT operates. I believe both approaches are important and complementary. I am still learning the patience needed to explicitly state intentions and follow methodology, and to consider ALL of the relationships at play. GVAT is an organization that creates the pre-conditions for positive change for the long haul. I didn’t expect that my abilities might be valuable in social or environmental transformation. I am just a dancer after all. Now I can see that whatever skills we have cultivated are needed. I see that finding a community of people with common purpose, like GVAT, is essential for building power to influence policy-makers and, on a more personal level, to sustain one’s own resolve.  My background in the performing arts, my Unitarianism, and my environmental ethics all came together around protection of the old growth forests. It  has been exhilarating to find a role at this  critical moment for the Earth.</image:caption>

This sent a unified call to the BC New Democratic Party under Premier David Eby to accelerate action on Old Growth.  On February 25, GVAT members will join a united movement of thousands of people from all walks of life to send another clear message to the provincial government: Keep your promises and protect old-growth forests. This peaceful march and rally will begin at Centennial Square (City Hall) in Victoria (Lekwungen territory) at noon, proceeding to the lawn of the Legislature for a rally at 1:30 p.m. featuring powerful speakers and performers.       <image:caption>On November 14 the Times Colonist published an opinion article (op-ed) by Nicole Chaland and Lynn Beak about GVAT’s Homes For All Assembly and campaign. This op-ed Mayors in the core municipalities pledge action on housing: A commentary on behalf the Greater Victoria Acting Together Homes for All Campaign is part of our strategy to translate election promises into concrete action.  Another key part of our campaign strategy is to meet with the mayors, and supportive council members.  Affordable Housing team members are already arranging these meetings, and attended the inaugural council meetings in Victoria, Saanich and Esquimalt. You can read more about GVAT’s Homes For All assembly in our last newsletter. Almost 400 representatives of GVAT member and aligned organizations, and supporters of our housing vision, joined us on October 2nd.       <image:caption>In October 2021 the BC government adopted a new target to reduce “distances travelled in light-duty vehicles by 25% by 2030, compared to 2020.” GVAT has requested that the City of Victoria thank the provincial government for this bold target, and commit to meeting or beating the CleanBC 25% by 2030 target. Victoria aspires to be an urban sustainability leader and is already doing some of what needs to be done to meet this new climate action target. But every level of government needs to do more to reduce our reliance on oil and gas. When space is reallocated to bus lanes, protected bike and roll lanes, and space for walking, traffic evaporates. More and safer options for people on the move equates to fewer cars, healthier, cooler, more inclusive and more pleasant communities. Reduced need for car ownership reduces transportation expenses, and less need for parking reduces housing costs. BC’s new target of 25 per cent less traffic on our roads by 2030 is achievable. But it can’t happen without strong municipal support and action. GVAT’s Transportation &amp; Built Environment accomplishments include a ground breaking new CRD policy on transportation prioritization in the region, focused on meeting regional sustainable transportation, affordability, and greenhouse gas reduction targets. This could see hundreds of millions of provincial and federal dollars invested in electric rapid bus lines, cycling routes, and sidewalks. It could also get climate pollution from transportation trending down rather than up. Ensuring implementation is one of our main ongoing campaign focuses. Another ongoing campaign focus is making it so people using wheelchairs and mobility scooters can access All Ages and Abilities (AAA) bike and roll routes.       <image:caption>Re “Lanes being built so buses can bypass traffic on Pat Bay Highway,” Jan 29. The first transportation project the provincial government announced since the Capital Regional District passed its new transportation strategy is bus lanes and new transit stops on a future Rapid Bus route. This is good news. The CRD’s new strategy calls for improving public transit and active transportation rather than increasing highway capacity for cars. We expect that the province will respect the unanimous decision of our regional representatives and ensure that provincial funding is refocused on improving public transit, walking, rolling and bicycle infrastructure. This is also essential for meeting the provincial government’s new CleanBC target of reducing automobile travel 25 per cent by 2030. The time for widening highways, and building flyovers or interchanges, is past. Our precious public dollars must go to B.C. Transit’s proposed Rapid Bus network and other projects that reduce greenhouse gas pollution and make our region safer, more inclusive and more affordable. On Thursday, councillors voted unanimously to direct staff to engage with the ­province on the issue in response to ­letters from ­advocacy groups urging the city to take action. The city has received letters from Greater Victoria Acting Together, a coalition working on climate action, affordable housing and mental health, and the Action Committee of People with Disabilities. Capital Bike also supports the change. Eric Doherty, co-lead of Greater Victoria Acting Together’s climate justice team, hopes expanding use of the bike lanes to a wider population will encourage some people to drive less and build public support for more sustainable transportation. It means Greater Victoria’s regional district is prepared to advocate for transportation investments that contribute to meeting regional sustainable transportation, affordability, and greenhouse gas reduction targets. If the CRD follows through, the region could see hundreds of millions of provincial and federal dollars invested in electric rapid bus lines, cycling routes, and sidewalks. We could also get climate pollution from transportation trending down rather than up, and make the region healthier and more affordable. The Transportation Priorities Implementation Strategies report rates rapid bus, general transit improvements and active transportation (walking, rolling and cycling) very highly. It also rates “Multi-Modal and Safe Highways” highly, which could be interpreted as a justification for the CRD to go along with continued provincial highway expansion, given the vague wording. However, Mayor Lisa Helps of Victoria and Salt Spring Island CRD director Gary Holman asked CRD staff some pointed questions and got important reassurances.</image:caption>

For many “environmentalists,” this felt like the first opportunity they had ever been given to “reach beyond the choir” and to have the support of unions, churches, and social service organizations join the call for urgent climate action. The conversation immediately turned to asking if we could tackle climate change directly as a third issue. However, for the sake of unity and strength, it was agreed that we could not take this approach, but should instead commit to tackling one of the two issues in a manner that addresses climate change. (And in the future, GVAT may choose climate change as a top priority itself).</image:title>

Many of us reconvened along with a few Sierra Club BC members who wanted to join and we began with a go-around allowing everyone to share their feelings about the discernment day. The meeting was an opportunity to reflect on the value of GVAT and our role as members for whom climate change is the most critical issue. It became clear that the top priority is to support GVAT around the “climate lens” so that the broad coalition does not lose its strength.</image:title>
